"All exhibitors in the Junior Fair Division shall be members of 4-H, Camp Fire, Girl or Boy Scouts, FFA, church youth programs, or other recognized youth organizations under adult leadership and with an approved educational program..  Youth in kindergarten through Grade 2 may only exhibit in Department 17 (Cloverbuds)."
